Carrot Cake Sandwich Cookies Recipe

2 cups shredded carrot
2/3 cup packed brown sugar, DIVIDED
1/4 cup unsalted butter, DIVIDED
2 tablespoons canola oil
1 teaspoon grated orange rind
3/4 teaspoon vanilla extract, DIVIDED
1 large egg
4.5 ounces unbleached all-purpose flour, about 1 cup
1 teaspoon ground cinnamon
3/8 teaspoon salt, DIVIDED
1/4 teaspoon baking soda
4 ounces 1/3-less-fat cream cheese, softened
1 cup powdered sugar
